A practical operational guide to STIR/SHAKEN

Place calling authentication inside a clear process for identity, signing, routing, and support.

Treat authentication as a workflow

STIR/SHAKEN is most useful when it is understood as part of the voice-delivery workflow. Identity information is evaluated, an attestation decision is made, and authentication information travels with the call for downstream verification.

Operational success depends on knowing which organization owns each decision and how that responsibility changes across connected networks.

Map the identity path

Document where calling identity originates, which systems handle it, and what information is available at the point of signing. This makes attestation decisions easier to explain and reduces ambiguity during support work.

The map should include both the expected path and the exceptions your team regularly encounters. A workflow that only describes the ideal case is difficult to operate.

  • Identify the source of calling identity.
  • Record signing and verification responsibilities.
  • Preserve relevant authentication information across handoffs.
  • Define an escalation path for unexpected results.

Keep routing and authentication aligned

Authentication does not replace route-quality work, and routing should not ignore authentication context. Both contribute to the way a voice service is delivered and understood by connected parties.

When route changes occur, include authentication behavior in the review. A technically successful handoff can still create operational confusion if identity expectations are no longer aligned.

Review the exceptions

The clearest improvements often come from calls that do not follow the expected path. Group exceptions by cause, destination, upstream source, or workflow stage so the team can identify repeatable patterns.

A regular exception review helps keep policy, technical behavior, and provider communication connected as the environment changes.
